The Jillings report, if it had been published, would have been
distributed far beyond the area of the former Clwyd County Council. Too wide a publication, to persons who lack the requisite interest in receiving the information, is not privileged. For example, circulating copies of the report to
care staff in another authority may be justifiable in the interests of spreading best practice, but posting the report on the Internet may not be.
